Bake-Kurage

Summons the might of Watatsumi, dealing Hydro DMG to surrounding opponents, before robing Kokomi in a Ceremonial Garment made from the flowing waters of Sangonomiya.
Ceremonial Garment
• Sangonomiya Kokomi's Normal Attack, Charged Attack and Bake-Kurage DMG are increased based on her Max HP.
• When her Normal and Charged Attacks hit opponents, Kokomi will restore HP for all nearby party members, and the amount restored is based on her Max HP.
• Increases Sangonomiya Kokomi's resistance to interruption and allows her to walk on the water's surface.
These effects will be cleared once Sangonomiya Kokomi leaves the field.
Clear light coalesces into robes around Her Excellency, Sangonomiya Kokomi, reflecting her magnificent form.

Sangonomiya Kokomi gains the following Healing Bonuses with regard to characters with 50% or less HP via the following methods:
Kurage's Oath Bake-Kurage: 4.5% of Kokomi's Max HP.

Increases the Level of Kurage's Oath by 3.

The battlefield is unpredictable — one false move could mark utter defeat. Before the onset of battle, I bring every possible scenario into consideration, and turn my thoughts into written directives. These are then issued to the troops. ...It does seem at present like they're somewhat over-reliant on the directives, which worries me... If they read up on military strategy themselves, they could begin to rely on their own ability to read the battlefield. I need them to be able to identify and seize opportunities in the heat of the moment.

About Kaedehara Kazuha
Kazuha once came and bunked with the resistance for a time. If I'm not mistaken, he got along very well with Gorou — they would often fight side-by-side in battle. About Shikanoin Heizou
Initially, I was astonished to see anyone coming to Watatsumi Island wearing a Tenryou Commission uniform. A Tenryou Commission samurai would never be that brazen, and a Tenryou Commission spy would never be that conspicuous. Shortly after, I discovered that he was a self-proclaimed "detective" by the name of Shikanoin, and that he took no interest in military, government, or commercial affairs. Instead, he seemed to have arrived for a bit of sightseeing. As such, I set a few eyes on him, but refrained from taking any action to remove him from the island. Be sure to talk to him if the chance ever presents itself.

Character Details
The inhabitants of Watatsumi Island once lived in Enkanomiya, at the bottom of the sea.

It was only by the grace of the god Orobaxi bringing them up to the surface that the civilization of Watatsumi Island exists today.

When Orobaxi was slain by the Electro Archon, its body was left as a skeleton and its resentment permeated the land, giving rise to Tatarigami.

Yet its desire to protect Watatsumi Island never faded. This will lives on in the bloodline of the Sangonomiya Clan, and follows them from generation to generation.

The current heir to this bloodline is known as the Divine Priestess.

The meaning behind this is as such: to inherit the will of a god in a mortal's body, and to defend this land and its people in that god's stead.

The day the Kokomi ascended to the role of Divine Priestess, countless inhabitants of Watatsumi Island came to Sangonomiya Shrine of their own accord to see her.

Surprise, suspicion, confusion, chuckles... Their expressions were strange, all on account of her overly-young appearance in her eyes.

Plots were hatched and questions were endless. The ambitious planned to make their move. The storm was approaching, and all was not at peace on Watatsumi Island.

Yet all went back to business as usual not long after Kokomi ascended to her position.

She was fair in distributing rewards and punishments alike, appreciated the contributions of the people, and was militarily skilled. Her many abilities quickly won the hearts of most of the people.

"Things will be alright as long as Her Excellency is here" soon became the most widespread saying on the island.

There are many factors involved in deciding victory or defeat.

Terrain, weather, differences in military strength and equipment quality... All of these require careful consideration.

Those who study the details too closely tend to miss changes on the field, and most who speak of strategy speak of it in a vacuum.

Only those who can grasp both the big picture and the small details can create miracles on the battlefield.

And behind all this lies countless hours of hard work delving into the reasons behind one's failures.

Few if any ever persevere to the end, but Kokomi was not only good at this but also possessed a unique tactical style.

"Manipulate the larger strategic situation to force the other side to give up, and to win wars with the least amount of cost possible."

Whether on the battlefield or off it, Kokomi tries to "know thy enemy" as much as possible.

She tends to predict all possible scenarios beforehand and devise strategies to address them, which are then delivered as directives to those who enforce her will.

This has given rise to the issue of some of these directives being rather thick and heavy, but this method has guaranteed the stable development of Watatsumi Island.

Today, Watatsumi Island moves each day towards greater prosperity, and as more talented people have been appointed to office, the directives that Kokomi has to deliver have decreased.

As far as she is concerned, that is something worth celebrating.

When Kokomi has the time to spare, she will go on walks on Watatsumi Island alone.

She often tries to avoid crowds, pacing slowly through the violet forests, sometimes sitting by the seaside and looking out into the distance.

The sun and the moon rise over the sea, the stars shine in their skies, and the sound of the waves is pleasing to the ear, relaxing the soul.

Sometimes she will even place a seashell on her head, only to put it back where she found it when she leaves.

In her mind, perhaps some wandering grab will burrow its way inside and call this shell home.

Sometimes, Kokomi will also go diving, enjoying the calm atmosphere by herself, her worries sinking into the ocean depths as schools of fish swim all around her.

Kokomi treasures every sight there is to be seen on Watatsumi Island, and she remembers the name of every person.

Sadly, while scenery remains, peoples' hearts are complex and changeable.

Victory is simple enough to attain compared to the mammoth task of making sure that everyone lives happily.

This dilemma has always troubled her.

Kokomi has been well-read since she was young, and has a particular love for military treatises.

As such, Kokomi has a broad store of knowledge to be used in every field.

But another result of her constantly being buried in such treatises of war and illustrated military texts is that Kokomi lacks skill in social interaction. She does not know when it started, but interacting with people eventually became tiresome to her.

Having ascended to the role of Divine Priestess, Kokomi had no choice but to learn many things that she wasn't any good at before, whether it was dealing with people or performing duties that she had little interest in.

However, forcing herself to do things she holds little love for is a serious drain on her energy reserves, leaving her feeling quite exhausted.

As such, Kokomi set up an "energy" system of measurement for herself. When she does things she enjoys, her energy levels will increase, and the reverse is true when she trudges through unenjoyable slogs.

When she runs out of this energy, Kokomi will temporarily put her duties as the Divine Priestess aside and resume being an ordinary homebody.

Engrossing herself in the close reading of a book on military strategy, walling herself off from the rest of the world — thus does Kokomi reclaim a temporary respite from her busy existence.

These moments are of utmost value to her.

This precept was something Kokomi heard from her mother a long time ago.

The Divine Priestess' role is one of utmost importance to Watatsumi Island, and its people's eyes are always upon her every move.

The things she loves will be in fashion, and the things she dislikes, the people will also distance themselves from.

Kokomi, in truth, has no wish to affect the peoples' lives, and as such has rarely ever revealed much of her personal likes or dislikes.

She treats all things with an egalitarian manner, and holds "fairness of judgment" and "justice in dispensing rewards and punishment" to be her guiding principles.

However, these are not necessarily her true feelings, and so she prepared a book of secret notes for herself.

Here, she records the fluctuations in both her energy levels and mood.

When the night deepens and the world falls silent, Kokomi will open this book and write the day's experiences, whether they be joyous, sad, or frustrating.

...Of course, this object is for her eyes only — and so it must remain.

A leader with a strong will can lead those around them in a clear direction.

However, Kokomi lacks such strong ideals. Instead, she respects the will of the people and wishes that they can each find their own way.

Just as the vast ocean can accommodate countless souls and their individual desires, so does Kokomi wish her rule could be.

When the Vision Hunt Decree came about, the resentment of the people turned into cries of revolt, and so Kokomi led them in raising the banner of resistance.

And once the war was over, the hearts of the people turned towards peace and stability, and so did Kokomi direct her energies towards governance and economics.

But what was the source of this toil? Was this the role of the Divine Priestess speaking? Or was this a product of her own sense of duty? Or perhaps... it was a bit of both?

As the Divine Priestess, Kokomi naturally has her own Vision. And ever since the day she looked out at the sea outside Sangonomiya Shrine, her wish has never once changed—

"I wish to protect all of Watatsumi Island and allow its people to lead happy lives."

    my kokomi’s kurage heals 4152 per ripple. by normal healer standards, is it good or bad (talent lvl 8, running tenacity + hod)

      It’s low but should be fine enough. With my build (L.90 Kokomi, 6/8/10 talents, Lv.90 Amber, 2pc Maiden/HoD, HP/Hydro/HB, 39k HP) I heal 6.2k per tick.

      It’s low, I get a bit more than that running a random 2-piece Maiden/2-piece Exile 4-star artifact I had laying around. Still, it’s enough to keep everyone topped up. The new set should be real nice on Kokomi 🙂

    The new healer set in 2.3 Divine Chorus is going to be her bis, though if you already have a good set you can clear all content with then you don’t need it. That domain isn’t very splashable (pun intended), only a few units benefit from those sets. My 2pc HoD 2pc MB set works perfectly fine but I’m still gonna farm the new domain anyway as Kokomi (and Noelle) deserve the very best!

      kokomi is better than qiqi at both of those though, look at the heal multipliers on E, and a 25k crit phys CA from qiqi is worse than a 11k CA from kokomi, because kokomi benefits from reactions and EM; plus due to crit limitations, her damage will be more consistent.

      Qiqi E cooldown very long and she needs her burst to do proper healing. She also very bad as enabler so overall she’s not better than kokomi

    People over acting about her. She doesn’t meant to he DPS like Yoimiya’s case. She’s a pure healer. So what you expect from her damage? She actually very good as enabler. She can proc multiple elemental reaction very easily she can be paired with Raiden Shogun E ganyu Q and Beidou Q or even Xingqiu Q. You can also pair her with ayaka. She can be a very good support for cyro character like ayaka And ganyu. She can heal them and also freezing the enemies at the same time. You can also put triling tales and 4 set tenacity on her to buff your main DPS. I see some people will compare her to Bennett Barbara and Xingqui but i can said. You can’t really compares her to them. She’s more comparable to full XP zhongli that we’re using for stunner, tanker and shielder because she’s used for that. The only difference between her and zhongli is zhongli protect you with the shield and she protect you with the heal. And the end. Your Characters will never die using one of this characters

        This is what i mean
        She is a pure healer and a hydro enabler so don’t use her as dps. You can use full HP artifacts on her like 4 set tenacity and prototype amber to increase her healing ability. So you don’t need to attack the enemy with her burst. Just use it as the healing skill with the help from prototype amber’s passive. So she can do massive healing to your Characters and also buffing them at the same time. This is so much better than using Barbara because kokomi’s E has lower cooldown than Barbara’s E and it’s range and healing also bigger

        Or you can use 4 set nobles and thrilling Thales dragon slayer as the second option. Use full Hp artifacts with ER substat to increase Q cooldown. So she can heal and also buffing your characters just like the first option

        This build will be very good to support your main dps like ayaka and ganyu. You will never needing shield with this build and if you have ganyu kokomi and Raiden Shogun on your team. This build gonna be super good. You can frezze the enemies and doing elecro charged damage at the same time

          Ascension talent: Hydro DMG Bonus
          Passive Talent: Increase Max Hp dmg bonus from burst by 15% of healing bonus
          Really nice talents for a PURE healer. Let’s be honest here – she is supposed to be a somebody you take on field, deal dmg and meanwhile heal your party but in reality her burst is horrendous at healing, costs a lot of energy, has a short duration and her main tool charge attack is really hungry for stamina. Her crit debuff isn’t THAT bad as many people trying to make it look like- crit rate is the last thing she has problem with. Her burst is a joke at this point, her E isn’t all that bad at healing(5k with some random artifacts is quite good), but has short range, doesn’t taunt, doesn’t follow you and heals only the current character – and that’s a freaking five star character. You know a five star – just like freaking hu tao that vaporises almost every hit. Why a five star character can’t have bake kurage following the character? Why 4 star Gorou’s E follows you AND have A WAY better range? Stop trying to execuse this – mihoyo did my girl really dirty

            “her burst is horrendous at healing” – Perhaps if your build is horrendous, otherwise it heals the party to full by the end of it.
            “costs a lot of energy” – People still have trouble with this in general? Kokomi especially only needs HP%/ER for substats and has Prototype Amber.
            “has a short duration” It’s 10s uptime 8 sec downtime, similar to Hu Tao n Raiden and fits the typical 20s rotation.
            “her main tool charge attack” lol whut? Her normals are her primary attack method.

            Could she have been better? Always, but she’s plenty fine as is for those who know what they’re doing. You are correct she isn’t just a pure healer, but she can still be played as one in addition to her main dps role. 4pc TotM, ER/HP/HB, and Thrilling Tales for off field support, only using burst to reset her skill.

      You can use her as off field support, but she can also be played like a main dps. Obviously her dmg isn’t as high as dedicated dps characters but it’s still relevant damage while setting up reactions for her teammates. It’s not that she’s a pure healer, she’s hybrid healer/dps, so naturally she’s not gonna have top tier dmg as otherwise there’d be no point to dedicated dps.

      The problem being that she gets outclassed by many other healers that can do good dmg. In a meta where dmg is all that matters as long as you dodge well and use a healer like jean that does a lot of dmg or diona who has a usefull shield, you dont need any more healing than that.
      You eiher build her with damage purposes to get mediocre dmg or you build her as a healer to get overhealed, wich is not needed in these days.
      Other problem is that she uses a lot of time in field for her heals. You can use that time to do dmg with your main dps, or get particles with certain other characters.
      Overall, the only reason to use kokomi is if you like her gameplay or you like the character, but be aware that she gets outclassed by many other healers, or i better say any role class in the game that fits better than kokomi in a team comp.

        Jean does a lot of dmg? Are you joking? Jean’s dmg is far worse than Kokomi’s unless built full DPS, in which case, she won’t heal half as much as Kokomi does. Kokomi outclasses Jean if using 4pc ToM but non-TCers are too bad at admitting this. She’s not even doing badly on spiral abyss usage rates.
        She doesn’t outclass Diona because Diona is a pure support/battery, while Kokomi is MEANT AS A SUB DPS, which is why her burst takes time on field, and why her newest set centres, AGAIN, on dealing more dmg.
        Also Diona’s healing is pretty lackluster when compared to others.
        Kokomi’s healer build is also her dps build, mind you. So i don’t fucking understand what you’re trying to say there.

        I saw the artifacts leak from r/IttoMains. They’re very sus, but if they’re turned to be real, then I agree one of them would benefit Kokomi the most and may turn her into a great sub dps/healer after burst.

      watched the showcase, which was p2w by the way. the xiao used was doing magnitudes more damage than kokomi. and you can tell xingqiu was the one actually doing damage when it’s kokomi’s “showcase”. lay off the kokopium.

    Actually I still managed to clear abyss floor 12 with 9 stars with kokomi baal comps and national team + diluc, so… I think kokomi still worth to pull (I have C1 Kokomi btw hehe)
