E cd and the internal stack cd screws her over hard. The only reliable way to proc her E I found was to use Jean’s hold E to raise the ice bombs from the ground and slowly turn my camera toward an enemy in melee range while holding them, making sure to only make one of them touch the enemy every 0.1 second. Needless to say, it’s tedious. I don’t recommend doing this.
The only (somewhat) viable play style she has is that of a cryo battery support with 4 piece noblesse and a Sacrificial bow. Her ult has low cost and cooldown, making it ideal for proccing Noblesse and as it turns out her E generates 4-5 particles on hit. The only question is, why would you pick her instead of Diona/Rosaria, who both can do these and have more utility in their kit?
It’s clear she was intentionally made to be bad. Mihoyo did the absolute minimum they had to for Sony’s money.
If only she would have no internal stack cooldown, she would be pretty decent, I was happy ones she come, until people realized, that she has an internal cooldown and sucks most of the time, because she is a none consistent cryo Yoimiya

People failed to realize she shines in normal atks, especially when using Amos’ Bow with the right artifacts. You can say she is Yoimiya’s counterpart. It does not have to be Amos’ bow, Hanayumi and Fischl’s bow also play the same approriate weapon.
I guess you have failed to understand why people are using Amos etc. and not the Yoimiya playstyle variant. It is pretty obvious that she was designed for that, but the internal cooldown of her ice bombs and the stacks is horrible, you are not able to apply enough stacks consistently, even when you use Kazuha, Succrose etc. Those she won’t be as good, if they would remove the internal cooldown, then you would be right, but you are not and that’s why most people who actually use her are using her as a swap ult dps 🙂
