Character Details | Neuvillette is a solitary person. Fontainians who have tried to get close to him have, without exception, been politely rejected. To this day, no one even knows his first name, since he has always asked that he be referred to by his last name. He believes that close personal ties will lead to suspicions about the justness of one's judgments, while he must remain a symbol of absolute justice. Of course, there will always be people who just won't give up. They will say, "Come now, Monsieur Neuvillette. Not everyone will stand trial, nor will you always have to remain in the judge's seat." But is that really the case? If there is an answer in his heart, Neuvillette will not reveal it. Given enough time, every river will overflow and flood. Every last Fontainian is guilty, with judgment and doom certain to one day fall upon them — this is neither metaphor nor rhetoric. Yet, Neuvillette can share this fact with no one. Truly, he is a lonesome person. |
Character Story 1 | Neuvillette is not known for his personal desires. Curious members of the public and journalists are wont to seek high and low for him all across Fontaine when he is not sitting in the Chief Justice's seat of judgment. He may sit at a seat for specially invited guests during performances, appear by the shore when the skies are just on the cusp of weeping, or be standing within the shadows cast by the afternoon sun. There was once a time when all believed that he was some kind of demon who existed solely to preside over trials and judge, forcing him to clarify that... Well, the gist of it was "to bear witness and judge is my great honor, but I am not a trial aficionado. Iudex is simply one of the hats I wear, and my time as a judge is but one phase of my life." This successful clarification led him out of the frying pan, and into the fire, as they say, with still more troublesome rumors emerging — "Shocking News! Neuvillette Claims 'Iudex' to be 'Springboard' Post! Unspeakable Plans Next; Where Will His Ambition End?" As for the new rumors, Neuvillette paid them no heed. Perhaps they were, in fact, right on the Mora, and he simply did not correct them out of principle? No one knows. Neuvillette is also not much of a drinker, nor does he like Fonta — indeed, he has never even been known to have given any sincere praise to the local chefs' most renowned dishes. This has led people to suspect that his lack of consumptive desire might come down to him simply not having a sense of taste. His response was to organize a water-tasting salon party, at which all were gobsmacked by the wide variety of flavors water from different regions could possess and floored by the Iudex's most refined tastes. Of course, the amount of authenticity present in such interactions cannot be known. But whatever the case, Neuvillette really is devoid of selfish want. * Unlocks at Friendship Lv. 2 |
Character Story 2 | Neuvillette is a just person. If not for that quality, he probably would not have been qualified to serve as the Iudex in the first place. To the children, the job of the man in the judge's seat is nothing more than wearing a wig, maintaining order in the court, and being the Oratrice's messenger pigeon. In truth, however, there are many administrative affairs that he must handle in private to keep the justice system up and running. Due to certain historical and traditional legacies in Fontaine, the Iudex also has the right to prosecute, as well as the power to enforce the law in person. This was originally intended to make it easier to maintain law and order during chaotic times, but as the system became further refined, this rule, which represented the spirit of the pioneer far more than that of the law, became maintained only symbolically. When the Iudex investigates a case or serves as the prosecutor, they must recuse themselves as judge, and have someone else take the seat. And in the few instances where he has personally investigated cases, Neuvillette has unerringly followed this rule. One thing to note is that he has been the only Iudex in the land for a very long time, so much so that people often speculate that he must have been given an unimaginably long life due to divine favor. As such, it is well that he is nothing if not fair-minded, or such an extensive term would surely lead to problems someday. As to what he is precisely — a familiar of the Hydro Archon, or a mysterious Hydro elemental creature, perhaps — there are a great many opinions, though Neuvillette has never once commented on such talk. Character Story 3 | Due to a variety of reasons, Fontaine's legal codices retain all manner of odd articles from days past. Neuvillette himself contributed this clause: "A Melusine shall be addressed as 'she,' rather than 'it,' for they are people too." This might look strange on its face, but the more one considers it, the more it makes sense. After all, Melusines have been found all over Fontaine since near-modern times, and fighting for equal rights for them beginning with terms of address sent a powerful signal. Indeed, Fontainians have noticed that Neuvillette displays different amounts of warmth toward Melusines and humans. Most regard this as the understated goodness in his heart having found an outlet, becoming the love of a father. Oddly enough, this one only gets stranger the more one knows about Neuvillette. For he is the Hydro Dragon, and in this capacity, he regards Melusines as dependents and successors, and also as the finest example of a new sort of Hydro Vishap species. Yet he is also the destroyer of the present order, the one who shall judge all gods, and the foe of humanity. So why, then, did he secure human rights for the Melusines? You alone could ask him this question, and this was his reply: "It wasn't up to me. Melusines simply prefer being around humans, that's all." * Unlocks at Friendship Lv. 4 |
Character Story 4 | Neuvillette has always favored rainy days over sunny ones, as the moisture-laden air helps him relax. However, it has been a long time since he last delighted in standing under the rain. It seems that from the time he chose to walk alongside Fontaine, he began to play the role of a strictly law-abiding normal person. Of course, normal people would not walk through the rain without an umbrella, allowing the rain to drench their hair. It is worth mentioning that the role of Chief Justice is as much his true self as the Hydro Dragon is his essence. Only the role of "normal human" is one he must play. It was in their solitude and guilt that humans invented a god to judge them, and in their greed and guilt that they created a god to save them. And with that god no longer present, it falls to Neuvillette to fulfill such expectations. He has pardoned humanity, and has regained his original form. Now, he can finally walk in the rain and enjoy it. Indeed, he did do exactly this, and standing in the rain, he gazed into the distance, reminiscing about that day, so long ago, when he had received that letter. Yes, a letter had found its way to him by some unknown means. The name of the recipient had been left blank, with the text only addressing him bluntly as "you." A special you. A unique you. Neuvillette was not opposed to such a manner, but neither did he approve of it. He felt, vaguely, that the powers-that-be of the present world had no real right to judge him so. He knew that this letter had been written by the Archon Focalors, who was inviting him to come and see Fontaine, claiming "I shall leave you a seat with the best view in the greatest theater." Later, he would indeed come to receive that very seat — in the middle of the front row of the Opera Epiclese on the island known as Erinnyes. He would watch all manner of performances there, and the view was indeed excellent, just as Focalors had claimed. What happened later was not made public knowledge. In all likelihood, the people had no way of understanding what it meant that the throne was shattered, or how the power of water was fully restored to its original owner. As to their being pardoned, and why they had to be forgiven in the first place, that was an even broader and more complex tale. And thus did the curtain fall — Fontaine witnessed a happy ending to the greatest drama in history. Or was it? A happy ending, that is. It was then that Neuvillette understood that the "seat" mentioned in the letter was not merely a chair in an opera house. Focalors — or Furina, he should say — had given up her seat in the audience, come onstage alone, and become the heroine of the drama. There were only ever a fixed number of seats, and for one to sit down, was for another to depart. That letter had been an invitation, issued several centuries in advance. Well, Hydro Dragon? Character Story 5 | One as great as he should have no need for a constellation to shine over him. After all, "fate" is merely the manner in which the present ruler of this world plays with living beings. Now that he has obtained one part of seven of the authority over the mortal realm, and reforged the throne and title of a "Fully Fledged Dragon," he is one strong enough to equal and rival "the human realm," and logic would dictate that he need not subscribe to this system known as "fate." He can see, in the skies of destiny, how many stars contend with one another, creating a complicated, fragile world. He did not initially care much about such, for the puppet strings glossed as "divine rules" would one day be burned away by the fires of judgment. But he too was taken in by certain pleasing rhetoric. "In that case, why don't you just watch over the Fontainians? They were born from the Primordial Sea, after all. That makes them part of this planet's native life, too, and a form of life that requires your care." He would never admit that he himself had become quite fascinated with the joys and sorrows of humanity. Was it not so, he would argue, that humans find their gaze stolen by the ripples from falling raindrops in puddles? And could it not be, he would explain, that King Nibelung had been wrong, and that the black void could only be opposed if all life were to band together as one? Thus did he, in the end, come into his own "fate." The skies had left a special, ennobled place for him, one reserved for the overseers and those who could defy the world itself — that of his own reflection. —Of course, he was born in the form of a human. But why, then, is his constellation the image of the great leviathan? Well, this leads us to a more mundane explanation for the situation, one quite separate from grave matters of the world's fate: As the one named "Neuvillette," he would often be roped by Melusines (especially Sigewinne) into a bit of astrology via The Steambird's constellation columns or astrology guides from Sumeru. Would it really do, at that point, to tell them that he "didn't have a constellation" or that his own constellation was just "Neuvillette"? * Unlocks at Friendship Lv. 6 |
A Fontainian Nursery Rhyme | "Hydro Dragon, Hydro Dragon, don't cry." No one knows who composed this children's song, or when, but it has organically spread throughout Fontaine all the same. Neuvillette has been somewhat perplexed by this. No matter how much time he has spent with Fontainians or how much they've been through together, he still cannot quite put a finger on how people view the real him — or that is to say, the Hydro Dragon. In addition to commanding the power of Hydro, the Hydro Dragon also had mastery over the sea that was the source of life. Before any outside life forms were ever created, all life on this planet traced its origins to the Primordial Sea. Indeed, those placid waters were worthy of the title of "birthing waters" or "amniotic fluid" given by those who came after. And the Hydro Dragon could, in turn, be regarded as this planet's original "God of Life." Neuvillette knows all this, of course, just like he knows that all rivers meet again in the great ocean. These birthing waters might not be of any special importance to humans, but for Neuvillette, he can differentiate every drop, every minute memory. He still remembers the foreign usurper appointing their own "God of Life" to order the living. He still remembers how the usurper had made "her" to suppress the original vital force of this planet. And of course, he also knows how "she" came to commit the original sin... Having considered all this, Neuvillette decided, then, that whoever had penned that rhyme, as well as the Fontainians who came to believe in it, must not have known the Hydro Dragon all that well, considering that they thought the Hydro Dragon could cry. What did they take said Dragon for, some sort of bleeding heart who grieved for humans and the heavens alike? * Unlocks at Friendship Lv. 4 |
Vision | Neuvillette does not need a Vision to manipulate the elements. However, there were some things he learned only after regaining his complete form: Severely wounded in the great war of vengeance, the usurper had their functions ruined, and could no longer use their absolute authority to suppress the original order of this world. To continue to subdue and control the resentments and loathing of the world, the usurper and one who came after created the Gnoses together. So it came to be that an order was made to be upheld, and thus did humans come to only possess these seven remembrances, and all fragments of the primordial were driven to devour each other. From that day on, whenever a person's wishes reached the heavens, the seven overseers of the material realm were duty-bound to grant them a gift. Though they might know nothing of who or what wish had stepped into the threshold of the sacred, the Seven Archons still had to impart a shattered shard of their mastery to that person. And when one so gifted completed their duty... the gift the gods would receive in return would be more abundant still. Neuvillette obeys no edict from the heavens, but he does acknowledge human will. So he too set aside parts of himself, as like unto the dragon-treasure hoards of old, awaiting valiant humans to come and claim them. * Unlocks at Friendship Lv. 6 |

Bro are you high? Focalors isn’t even out yet and we don’t know her kit. How can you even think him with her will be anything. There’s zero proof or anything to base it off of.
Surely anything about Furina’s kit is just guess. But one thing makes me believe she would probably have some synergy with Neuvi. This Chief Justice has the ability to generate and utilize the Droplets. However, his skill only generates 3 with 12s cd, and his burst needs 70 energy. If another hydro unit could supply extra Droplets for him, it would be really appreciated. His C1 also shows an implication on double hydro team. Now we have Hydro MC doing this job, but who will actually use it lol. I guess hoyo will create more hydro units that have something with Droplets, the Hydro Archon with the highest possibility.
Anyway, I have no real evidence, and is waiting for Furina’s kit in several weeks.
like we thought lynette will be the best support for lyney/ they would have good synergy.
I just think there’s gonna be a BIG Hydro MC to team up with him, because they already create the Droplet mechanism. Expanding it to future units makes sense. It doesn’t actually need to be Furina but I hope so. One thing is sure that the Archons’ kits must be somehow unique.
So is the only option to pull for Zhongli for him? I’ve heard Beidou doesn’t do shit for him in reality. Also would going for his C1 be more worth it than going Zhongli? To open another team slot as well>?
I think it’s really overly dramatic to think you NEED zhongli to use C0 neuvilette when other shield characters exist but zhongli would definitely be a huge comfort pick, although I don’t think he has a whole lot of synergy with zhongli because hydro reactions are so important for his ascension passive so shielders like diona or layla might honestly be superior if you can get strong enough shields on them, baizhu could also probably work well (his shield is laughably bad but it still probides interruption res) but if you don’t have zhongli I doubt you have baizhu

That’s cool and all but unless I’m missing something and neuvillete’s charged attacks trigger shatter I think I would prefer enemies being frozen over literally all those benefits, and zhongli actively prevents that by shattering frozen enemies, maybe it could work for vape with xiangling? It’s some food for thought ig, first time someone has ever seriously thought about archaic petra over tenacity on zhongli and considering neuvillete scales off hp not atk it makes a bizarre amount of sense
Layla and Diona seem to be fine shielding options. Dehya less so, since her IR uptime is pretty short for pure onfielders like Neuvi.
Build EM Gorou and EM Albedo if Zhongli isn’t your cup of tea! (For legal reasons this is a joke). Honestly any IR booster that can fit into a rainbow team is a viable pick, especially if they have a lil elemental application for Neuvi’s Hydro Reaction passive (Hydro Crystallize and Hydro Swirl work here).
The main reason Beidou isn’t too great is that running her as the solo electro would mess with her damage too much (higher ER needs means less damage, even with C2 Beidou synergizing with Neuvi’s CA). Combine Beidou’s OK-but-not-super-reliable off-field defence with the lowered damage and you’ve got a sloppy pairing.
The only solo electro Beidou team I’ve found functional is TF Beidou with Nahida/C6 Benny/Xingqiu or Yelan. And that team only really works due to increased skill spamming and Beidou being allowed onfield.
My problems with beidou
1) You need to fishl yes or yes
2) 40% ReS to interrupt is iffy, not as strong as zhongli’s
3) lasts a short time, neuvilete needs long rotations
4) It does not help to stack the A1 de neuvilette
5) hungry for energy all the time,
6) only deals personal damage, doesn’t provide buff or anything that buffs neuvilette’s personal damage
1) Emblem, ER sands, ER weapon. Just saying, it works.
2) Trade between stronger IR (and a little less personal damage) for more team damage. Also it’s 200 dollars vs 6 wishes worth of starglitter on the shop.
3) 15 seconds should be enough for 3xCAs, also it doesn’t wear off if your shield is broken…. also damage reduction is OP.

6) First, not getting interrupted IS a buff to his personal damage tbh, this is not Wanderer where you just get kocked back, if you get slapped down once your damage is over, you lose a third of your damage per rotation. You do not want to get slapped down.
Second, Neuv currently has access to elemental shred and dmg% buffs, a Xiao/Cyno-like selfish hypercarry role would only be worth it IF there’s ever a way to buff max HP. Hydro resonance is only a thing you’d use at C1, so he’s balanced around dealing high enough damage but with no easy way to increase the stat they scale off of (that could change, they could release characters that buff max HP at some point, but right now there’s nothing) He also isn’t locked to 20 continuous seconds of field time, so he can use off field damage supports and reapply useful buffs when required, and the more utility those supports provide the better. Beidou gud.
You’re not trading some IR for damage, beidou solo electro will invest so much in ER to be able to burst every rotation her damage will be trash when zhongli provides 20 global res shred which is substantial team dmg wise as often ran with fischl/kazuha but also allows for a no healer side, where beidou’s def utility won’t be enough to and you’ll be forced to run some type of healing like PA neuvi. Neuv beidou without fischl is cope and neuvi beidou fischl without some more IR is abyss/side dependent. Too many drawbacks, beidou is f2p conditional cope option.

Ehehe, my Candace’s Burgeon Driver artifacts should work well on Neuvi! HP/Hydro/Crit DMG (I like seeing big shield counter numbers, sue me) with healthy energy recharge to boot. Unfortunately, Fischl is suffering big time in this domain, and she’s one of Neuvi’s best friends. I won’t rest until she gets full G.Troupe set but my god… at this rate I’ll get a third Hunter set in the process.

50 crit rate/280 crit dmg (believe it or not I managed to pull this off with my lucky artifacts)

I understand all the questions will arise how I got the calculations and they are wrong but this is the same calculator the community uses for all beta characters and its always accurate.
Also keep in mind I got so lucky with my artifacts that im not even using his best in slot artifact set.
For the usual f2p I think who doesnt have top support units like Kazuha,zhongli and mona, as well as those who dont have the best artifact luck,and is planning to use his f2p weapon I think would probably do around 40-50 percent less damage than mine. Which again it would still be around 200k charged attack damage. That is still hella good.
Keep in mind my calculations are just his best output after his buffs from teams. Dont assume him alone can just whip out that type of damage lol. This is usual damage output from top dps like ayato hitting 20k+ slashes for 14 times during his e or ayaka doing 40k ticks 21 times for her burst at max buff. The only difference that sets neuvillete aside from those dps is the fact this is charged attack and can also be unleashed at a fast rate.
He is actually ridiculously strong and I can only imagine him paired with furina instead of mona doing more damage. I suggest everyone who likes his gameplay to pull.

plus neuvilette at c0 is almost forced to use zhongly, or freeze team, because his interr. resistance is crap
so who cares about personal damage, you should see the whole team
true, but I’d put his potential teams with Focalors above Xiao/Ittos better teams, somewhere around Althaithims better teams with Nahida – the synergy with archon units just makes them perform better overall. Maybe Itto/Xiao will get archon-level supports that work with their kit someday. C6 Faruzan/Gorou do make them competitive but far easier to get C0 archon. C6-ing 4-star supports is something of a joke with the bloated cast, they really should have a secondary pity system for 4 stars to prevent hundreds of rolls to get them. 4 star object amount is ridiculously large now
I’m really dumb, I thought the neuvilette load was only one tick and there are several omegalol. So this shit hits hard, reminds me of some kind of ayaka ult. I hope furina can give him a powerful buff, if this could vape without being inconsistent and affecting his A1 it would be beautiful

For example I will just talk about already available character… my xiao with black cliff 65% cr and 258% cd, 1954 atk, full signature artifact set, with c-3 farizan- zhongli-bennet hits 102-114k each plunge. assuming he can do just 8 plunges on full buff (out of 13 max) that's 800k+. If I lower cr and increase cd to make it like your build which I can actually do and sum up the dmg assuming 100% hit rate that's way beyond your dmg. Of course the talent levels in my case are maxed and you can argue you can spam ca with nuivellete which probably will lose some of the significant buffs, also note that I took only 8 plunges out of 13 doable.. You can guess my point. I don't have itto or scara but I know none of them fall too much behind or ahead of each other if you calculate like this. When you consider maximum investment, best set up and best dmg output dps boundaries between hyper dps would end up in close margins. The problem is its hard to get there.
200k total charged atk dmg is quite low with me (i guess), i guess he’s at balance level, not really strong, because your Neuvillete dmg is almost total dmg from that team. I don’t mind he’s average or balance level but i still can’t find any team that’s he’s being good more than existed char. Well, maybe it’s Mihoyo choice, they don’t want to created stronger char, that’s has both good and bad side : good – playing any char you want (for new-middle bie), bad – oldbie (who like power) lost reason to pull.
The thing is Neuvi is very good on his own but he doesn’t have many supports that help him right now. Which means that he’s only going to get better if we get more characters that buff him. If Furina pairs well with him and offers HP buffs (and she probably will) then his teams will be massively better.

But without hp boosting passives what are people thinking on the best overall hp value that can be obtained reasonably? 30k I know is extremely doable, but 40k while having good other stats seems iffy. I just want a more educated person giving an opinion on what HP value at the end of the day may be best or “good enough”.
my build uses 2 pc HP% set with some HP substats+HP sands and cr weap, he only manages to get to 35k HP
Take this with a Havria amount of salt. I run an optimizer for the stats with C0R1-Mare’s sets as the baseline without buff from an external source. the best possible stats you can achieve from artifact only are 40323 HP, ~100% CR, 316.5% CD. It’s with the distribution of 13 rolls of HP%, 15 rolls of CR%, and 10 rolls of CD% (38 effective damage rolls). Of course, this is impossible to achieve but realistically even with ~25 effective rolls, it shows a trend of CR>HP% > CDMG (opt. 10 HP% rolls. 15 CR rolls, 0 CDMG rolls) with his weapon.
However, with a weapon other than his sig, CDMG become more valuable since when I run the opt. with Proto Amber for example. the best distribution for ~25 eff.rolls is (4 HP% rolls, 15 CR rolls. 6 CDMG rolls) still maintaining ~37000 HP, ~100% CR, 198% CD. So, my suggestion is:
1. CR is the best stat to maximize until you reach a 1:2 ratio with CR:CDMG without exceeding 100% value.
2. When you reach CR of ~100% and CDMG > 200% (it already has 238.8% as a baseline if you use his sig) any HP% stats are better than CDMG
In summary, focus on the crit value to 1:2 as high as possible until 200% CDMG, then the rest goes to HP%. (ofc after the energy needs are filled)

I’m don’t want to start a battle of who is better or anything like that, but I want to ask as someone who already has a designated Hydro DPS in Ayato, so to speak.
Numbers aside, what reason would I want to play Neuvillette over Ayato?
I have ayato and often used it.
My reason to move from ayato to neuvelitte is :
1. Neuvelitte is more damage orient than ayato, so if youre looking for more “hydro dps” neuvilette is the one.
2. You can use Neuvelitte’s NA to apply hydro onto enemy and then you can swirl it before you can hit it with your damaging attacks. Ayato can do it too, but it needs his burst ready.
3. He is more flexible. Neuvilette not forcing you to stay on-field for a certain time without consequences. Using ayato usually forcing you to use other member skill before ayato’s E. Neuvilette a bit more flexible, since he can use burst/skill to produce the droplet and switch to use other member’s skills and then back to neuvillette to use his charged attack (the droplet still here, not gone if neuv’s gone offield).
But they’re different though, neuvilette is more hypercarry DPS, ayato is more like driver DPS supported with his widest range of hydro application.
Just in case someone gets mad at me somehow, I just want to preface what I’m about to say with this: you don’t NEED any particular reason or anyone’s recommendation to get a character, if you want neuvillete purely because he’s hot and nothing else i have no arguments against that and no one can tell you otherwise.
As for me personally I don’t see any particularly strong reasoning as to why anyone would NEED neuvillete if they already have ayato outside of personal preference, neuvillete is by all means a pretty strong functional hydro unit and probably stronger damage wise than ayato but ayato is practically the hydro king of versatility, he fits on basically any team that could conceivably need a hydro character and works wonderfully both on field and off field which is something I don’t think neuvilette can compete with because he has pretty strict on field requirements, neuvillete is probably stronger as an on field hydro carry than ayato but ayato can do the on field carry role well on top of things neuvilette flat out can’t do like be an off field burst support for freeze teams, if you do however think neuvillete’s superior on field damage is worth wishing for I can’t argue against that but just keep in mind furina is likely to come and powercreep every hydro character to some extent so do make sure to give thought to what you find valuable

I pulled Ayato even thought I already had Childe.
Now I’ll pull Neuvillette even thought I already have two hydro dps husbandos.
Why? Because versatility and different playstyles. Also I love hydro.
On a slightly more serious note, this game is easy. You won’t NEED Neuvillette unless you refuse to pull the other options for… reasons, but that’s not your case since you already have Ayato. Whether or not you WANT Neuvillette tho, that’s a different matter.
If you like his appearance, playstyle, kit and have primos to spare then go for it. Otherwise wait for a rerun or for more infos from theorycrafters when he gets released.
Like others have said, remember that Furina will be back to back with him most likely. Archons tend to be more of a necessity compared to yet another main dps, if efficiency is your priority.
Personally, as I said, I will pull Neuvillette AND Furina, but I’m not F2P (Welkin only, tho I could top-up but never do) and my account is cracked enough already. I don’t particularly care about efficiency now.
answer is if you like his aesthetic. Ayato better for hydro reaction based team, he also can be played as hyper carry with yunjin, Bennett… from what I can guess neuvillet is more suited for monohdro/hyper team.
bro no, Neuvillette is NOT for monohydro. he is most likely powercreeping Ayato to oblivion in taser teams. Can’t say much about bloom teams yet. Freeze is for Mona/Kokomi
