In the gardens bloomed Padisarahs clothed in dream-like violet, while the swollen pomegranate raised their voices on high and sang... The lattice of canals shimmered, and even the passing of deities would not see them blanketed in sandstorms. "Xiphos, exiled high-born, my beloved..." "Xiphos, Blade of Tulaytullah, beloved of the Jinni..." This sounds like it’d be good for Yanfei
No, it’s not. Yanfei needs Charged Attack more.
Normal Attack Buffs does not buff Charged Attack.
You know that Yanfei also does normal attacks in order to get her talismans. I mean yeah most of her dmg comes for charge attacks but her normal attacks aren’t weak
Tulaytullah’s Remembrance seems like a niche weapon that only the Wanderer and maybe Heizou can take full advantage off as both them can stay on field and use a lot of normal attacks to power the passive. Any other catalyst DPS character would be better off using the Widsith (preferably r5) for a better critical damage sub stat and a more universal affix/unique effect in the attack/elemental damage/EM it gives in short bursts.

why should you pull and give them money otherwise?
While I’d agree that this weapon is definitely niche by catering solely to catalyst normal attacks. There are other units, besides Heizou & Wanderer, that could benefit from its high base atk, decent crit damage %, and NA buff. Both Ningguang and Yanfei would work well since their kits revolve around normal and charged attacks; even Klee could be solid, provided that her skill is spaced out using it once every 15 seconds to maximize the buff. While the Widsith is very good, its biggest drawback for on-field DPS catalysts is the effect’s short duration (10s) and long cooldown (30s).

Nah, Nahida NA scaling is too low. Her onfield DPS comes from her Tri-Karma Purification which is skill damage. Doing NA is just a way to trigger her skill more often.
This will be pretty broken on Heizou
for like a heizou solo with long on-field time yeah
