Ceremonial Garment
• Sangonomiya Kokomi's Normal Attack, Charged Attack and Bake-Kurage DMG are increased based on her Max HP.
• When her Normal and Charged Attacks hit opponents, Kokomi will restore HP for all nearby party members, and the amount restored is based on her Max HP.
• Increases Sangonomiya Kokomi's resistance to interruption and allows her to move on the water's surface.
These effects will be cleared once Sangonomiya Kokomi leaves the field.
Clear light coalesces into robes around Her Excellency, Sangonomiya Kokomi, reflecting her magnificent form.

The battlefield is unpredictable — one false move could mark utter defeat. Before the onset of battle, I bring every possible scenario into consideration, and turn my thoughts into written directives. These are then issued to the troops. ...It does seem at present like they're somewhat over-reliant on the directives, which worries me... About Kaedehara Kazuha

About Shikanoin Heizou
Initially, I was astonished to see anyone coming to Watatsumi Island wearing a Tenryou Commission uniform. A Tenryou Commission samurai would never be that brazen, and a Tenryou Commission spy would never be that conspicuous. Shortly after, I discovered that he was a self-proclaimed "detective" by the name of Shikanoin, and that he took no interest in military, government, or commercial affairs. Instead, he seemed to have arrived for a bit of sightseeing. As such, I set a few eyes on him, but refrained from taking any action to remove him from the island. Be sure to talk to him if the chance ever presents itself.

Character Details
The inhabitants of Watatsumi Island once lived in Enkanomiya, at the bottom of the sea.

It was only by the grace of the god Orobaxi bringing them up to the surface that the civilization of Watatsumi Island exists today.

When Orobaxi was slain by the Electro Archon, its body was left as a skeleton and its resentment permeated the land, giving rise to Tatarigami.

Yet its desire to protect Watatsumi Island never faded. This will lives on in the bloodline of the Sangonomiya Clan, and follows them from generation to generation.

The current heir to this bloodline is known as the Divine Priestess.

The meaning behind this is as such: to inherit the will of a god in a mortal's body, and to defend this land and its people in that god's stead.

The day the Kokomi ascended to the role of Divine Priestess, countless inhabitants of Watatsumi Island came to Sangonomiya Shrine of their own accord to see her.

Surprise, suspicion, confusion, chuckles... Their expressions were strange, all on account of her overly-young appearance in her eyes.

Plots were hatched and questions were endless. The ambitious planned to make their move. The storm was approaching, and all was not at peace on Watatsumi Island.

Yet all went back to business as usual not long after Kokomi ascended to her position.

She was fair in distributing rewards and punishments alike, appreciated the contributions of the people, and was militarily skilled. Her many abilities quickly won the hearts of most of the people.

"Things will be alright as long as Her Excellency is here" soon became the most widespread saying on the island.

There are many factors involved in deciding victory or defeat.

Terrain, weather, differences in military strength and equipment quality... All of these require careful consideration.

Those who study the details too closely tend to miss changes on the field, and most who speak of strategy speak of it in a vacuum.

Only those who can grasp both the big picture and the small details can create miracles on the battlefield.

And behind all this lies countless hours of hard work delving into the reasons behind one's failures.

Few if any ever persevere to the end, but Kokomi was not only good at this but also possessed a unique tactical style.

"Manipulate the larger strategic situation to force the other side to give up, and to win wars with the least amount of cost possible."

Whether on the battlefield or off it, Kokomi tries to "know thy enemy" as much as possible.

She tends to predict all possible scenarios beforehand and devise strategies to address them, which are then delivered as directives to those who enforce her will.

This has given rise to the issue of some of these directives being rather thick and heavy, but this method has guaranteed the stable development of Watatsumi Island.

Today, Watatsumi Island moves each day towards greater prosperity, and as more talented people have been appointed to office, the directives that Kokomi has to deliver have decreased.

As far as she is concerned, that is something worth celebrating.

When Kokomi has the time to spare, she will go on walks on Watatsumi Island alone.

She often tries to avoid crowds, pacing slowly through the violet forests, sometimes sitting by the seaside and looking out into the distance.

The sun and the moon rise over the sea, the stars shine in their skies, and the sound of the waves is pleasing to the ear, relaxing the soul.

Sometimes she will even place a seashell on her head, only to put it back where she found it when she leaves.

In her mind, perhaps some wandering grab will burrow its way inside and call this shell home.

Sometimes, Kokomi will also go diving, enjoying the calm atmosphere by herself, her worries sinking into the ocean depths as schools of fish swim all around her.

Kokomi treasures every sight there is to be seen on Watatsumi Island, and she remembers the name of every person.

Sadly, while scenery remains, peoples' hearts are complex and changeable.

Victory is simple enough to attain compared to the mammoth task of making sure that everyone lives happily.

This dilemma has always troubled her.

Kokomi has been well-read since she was young, and has a particular love for military treatises.

As such, Kokomi has a broad store of knowledge to be used in every field.

But another result of her constantly being buried in such treatises of war and illustrated military texts is that Kokomi lacks skill in social interaction. She does not know when it started, but interacting with people eventually became tiresome to her.

Having ascended to the role of Divine Priestess, Kokomi had no choice but to learn many things that she wasn't any good at before, whether it was dealing with people or performing duties that she had little interest in.

However, forcing herself to do things she holds little love for is a serious drain on her energy reserves, leaving her feeling quite exhausted.

As such, Kokomi set up an "energy" system of measurement for herself. When she does things she enjoys, her energy levels will increase, and the reverse is true when she trudges through unenjoyable slogs.

When she runs out of this energy, Kokomi will temporarily put her duties as the Divine Priestess aside and resume being an ordinary homebody.

Engrossing herself in the close reading of a book on military strategy, walling herself off from the rest of the world — thus does Kokomi reclaim a temporary respite from her busy existence.

These moments are of utmost value to her.

This precept was something Kokomi heard from her mother a long time ago.

The Divine Priestess' role is one of utmost importance to Watatsumi Island, and its people's eyes are always upon her every move.

The things she loves will be in fashion, and the things she dislikes, the people will also distance themselves from.

Kokomi, in truth, has no wish to affect the peoples' lives, and as such has rarely ever revealed much of her personal likes or dislikes.

She treats all things with an egalitarian manner, and holds "fairness of judgment" and "justice in dispensing rewards and punishment" to be her guiding principles.

However, these are not necessarily her true feelings, and so she prepared a book of secret notes for herself.

Here, she records the fluctuations in both her energy levels and mood.

When the night deepens and the world falls silent, Kokomi will open this book and write the day's experiences, whether they be joyous, sad, or frustrating.

...Of course, this object is for her eyes only — and so it must remain.

A leader with a strong will can lead those around them in a clear direction.

However, Kokomi lacks such strong ideals. Instead, she respects the will of the people and wishes that they can each find their own way.

Just as the vast ocean can accommodate countless souls and their individual desires, so does Kokomi wish her rule could be.

When the Vision Hunt Decree came about, the resentment of the people turned into cries of revolt, and so Kokomi led them in raising the banner of resistance.

And once the war was over, the hearts of the people turned towards peace and stability, and so did Kokomi direct her energies towards governance and economics.

But what was the source of this toil? Was this the role of the Divine Priestess speaking? Or was this a product of her own sense of duty? Or perhaps... it was a bit of both?

As the Divine Priestess, Kokomi naturally has her own Vision. And ever since the day she looked out at the sea outside Sangonomiya Shrine, her wish has never once changed—

"I wish to protect all of Watatsumi Island and allow its people to lead happy lives."

    Mihoyo really hates Kokomi. They put the 4 star unit that is better that her in almost every single scenario in her own banner . Her banner sales would probably be one of lowest sales out there

    she has a perfect design for 4 piece milelith. then just give her hp%, and she becomes an amazing support for a bunch of comps. her max damage is for theory crafting only and is not her best use considering she can buff, and can be a solo healer. she also works in burst rotations as she can do decent burst damage despite a healer setup

      Exactly what buffs? she only gives interrupt resist to your team and Xing/Beidou already do that? or literally any shielder? she doesn’t ie any dmg buffs , EM , shielding , resist shred etc. Being a solo healer is a big con in this game and if you want proof go look at Qiqi. Also she’s a net negative to dmg cuz take this e.g her current theory maths is she’s hitting around 21k in 2s in a her 3 string auto , that’s 7k dmg in 1 auto atk with lvl 9 talents.

      Here’s a scenario : i have Ayaka as main dps in a freeze team , my Ayaka will do lets say 20k-22k per charge atk and it’s spammable and that’s not including my E skill that does 20k or my burst that does nearly 300k. If i use Ayaka + Xingqiu i can spend more time still using Xingqiu while he applies hydro for freeze and does dmg with his rain swords and also gives interrupt resist so my dmg will still be consistent. With Koko i now have to spend 10s doing less dmg , unable to freeze the enemy and only damaging 1 target because her autos are single target , she also applies wet status to herself with her E which means if you fight a cryo or electro enemy it’s going to be very annoying and her E doesn’t have a taunt which means unlike Mona or Ganyu E , enemies can just walk out , tp or dash out of the jellyfish.

      Finally that 7k auto dmg is from her burst , her burst costs 70 energy and from the official gif clip we got from Mhy her E generates 1 particles every 2 ticks , gl burst spamming with that.

    I’m still not really sold on Kokomi yet. When she isn’t using her burst, she functions similar to Barbara in almost every way. Except for her skill, which deals periodic hydro damage for hydro application and attack buffs from 4-piece millelith in exchange for static placement instead of a constant effect on yourself. And when you’re done using her as Barbara and use her burst, she becomes a heal battery tied to a dps burst. I’m sure the damage numbers will be impressive, but her utility wears off once she heals everyone to full and you’re left with a normal attacker that can’t really be switched out of unless you want to lose the remaining duration of her burst. Plus, 70 energy is pretty steep so you will need an ER battery to go with her for more consistency.

    I don’t know, I would say she’s like Shogun in that she does weak damage because of her utility (heal in this case) and then burst for a bit. Except her heal utility is in most cases worse than ER utility. And, of course, no crits for more heals and something like a 3.75% dmg bonus. I’m having trouble seeing her being good. At least Jean and Qiqi can provide some more substantial heals quicker.

    okay, yall seem set on the conclusion that 4pc heart of depth is the best set to maximize kokomis damage and it is, but in practicality does it actually work? kokomi’s skill cooldown is 20 seconds and it lasts for 12, the effect from the set lasts 15 seconds, kokomis ult lasts for 10 seconds and it doesn’t reset bake kurages cooldown but extend it. to fully utilize the 4pc set you would need to cast your skill right before bursting, meaning the passive is useless and you can’t have 100% uptime on bake kurage. similar thing on how 4pc shimenawa is yoimiyas best set but it has anti sinergy with her c4. bake kurages damage is not good so not using it shouldn’t drastically hurt your dps, but since kokomi needs a lot of energy for her burst shouldn’t having it always on field be an important thing? is 4pc hod really the best set for her considering this?

      For my Kokomi draft team that consists of (Kokomi, Xinqiu, Raiden, Beidou), I can definitely see HoD working for her. Deploy Kokomi’s jellyfish, use her Burst for 10 secs, use Raiden’s Burst for 7 secs, then more than 3 secs to use Beidou and Xinqiu.

      I don’t really see missing out on her first passive being a problem. Rather it’s more problematic to deploy her jellyfish too early and finding that enemies no longer hang around it by the time you use Kokomi’s Burst which misses out on jellyfish HP% damage bonus.

      Ok well, Kokomi would only be losing 3 seconds of DPS that’s not really that much, not to mention regardless, of whether or not Kokomi’s skill (and burst) extend duration or just reset her skill, that still last 12 sec. that leaves 3 sec. to do DPS while the rest of the 9/7 sec. wasted of both her burst and skill are useless unless, you’re healing which is highly unlikely because you used her ult which heals (and was made for HEALING not DPS). Now for the energy regen. of course if you don’t have, coincidentally, 1 of the 2 archons, being the best batteries in the game, Raiden Shogun or Venti you’d most likely think that 70 energy cost is a lot, but I can say with the upmost confidence it’s not anything close to how much energy Venti and Raiden can actually regenerate (definitely Raiden now being the best battery),

      My team comp. I’m using with Kokomi is a lot easier for me vs people who don’t have a battery (Venti) the team is: Xiao (Main DPS), Venti (Battery), Kaeya (Freeze enabler Skill/Burst), and Kokomi (2nd part/freeze enabler, and healer) now, I can either swirl Kaeya Heavy freeze (Perma frost), or Kokomi (Hydro energy regen.) so yes, I do see how people who don’t have Venti or Raiden, could have a problem with energy regen but, my Venti has 53.6 rate/103.2 DMG, and 217 regen. so I will be the first to say life is significantly easier for people who have copium Venti (Simple Build 2-3 weeks), Or a well built Raiden (Heavy Investment).

    Is it just me or is the corrosion effect that’s designed so people to summon for Kokomi, it’s literally nothing. Use Bennett ult and swap in characters for 2 seconds to heal them back to full or just pop Jean ult. There’s so many units that do Kokomi’s job and probably better, I don’t get why miHoYo didn’t design Abyss (the only hard content in this game) so it heavily favors you to use Kokomi, it’s just not there.

And btw, Bennet does not heal every single character in your team when corrosion ticks for every character in your team regardless of if they are on the field or not. You have to switch to a character, wait till they heal up, and switch to the next. During this duration, you cannot move out of his circle until you finish healing. Unless you have venti or someone else who can pull enemies towards you, you’ll be stuck there until you finish healing. Jean or Qiqi can also be used but Jean has to play around her ult cooldown and likewise, Qiqi has to play around her skill cooldown and energy recharge. No character is perfect and you shouldn’t use or summon for a character just cause they are “good” or “meta”. The characters you go for all depend on what you like or what your playstyle is.

      LMAO yeah dude, that’s what a lot of people a month ago were babbling about to argument she would be one of the best units in the game. It is only floor 11 too and it is not like she’s the only healer in the entire game, it they added perma corrosion to floor 12 it could propel Koko to be a more desirable unit because she can heal and do okay-ish damage, but currently? Nah, she’s useful for those that don’t have Xingqiu, Childe nor Mona tho as she can fulfill several roles as a weaker version of every hydro unit in the game. Of course when you point out a unit weaknesses you always get the simps that think you’re telling them not to roll when no one cares what anyone is rolling lmao.

      Actually, Bennett’s ult is Insignificant he can heal yes, I’ll be the first to say that, but Jean and Qiqi are the only one’s who match or even slighty equal current “meta” and until the 1 of Oct. will be deemed the “best” for spiral abyss so actually no you can’t just “slap” out bennett’s ult and heal everybody. And I can give you 100 reasons as to why Jean and Qiqi are the only ones who match current meta, but I’ll stick to just 3, 1 being: Jean and Qiqi do have 80 energy cost, second highest in the game (Raidens burst = 90) but their heals are UNBELIEVABLY strong! 2: Qiqi has, from her passive, a 50% chance to put a fortune preserving talisman, from HER charged and normal attacks, on enemies being the majority of her heal. 3: Qiqi has Adeptus Art: Perserver of Fortune, of which heals like, I’ll say even at minimal investment, around 1.2k every hit from any character and heals the ENTIRE team simultaneously, As for Jean she, at my current healer build for her, can heal 20k from Dandelion Breeze (Burst), I have her on 2.1k atk because her heals scale from atk, and a 31.1 healing bonus, but the point is they can both heal simultaneously and have obnoxiously powerful heals. That sums up all the reasons as to why bennett is NOT a good idea (a sufficient enough character in terms of healing) in the current spiral abyss. Btw if y’all were thinking about ANY other 4* think again Bennett is, by far, the best 4* healer so NO. And frankly I don’t even think Kokomi will match current healer meta but they wouldn’t put her in the game at such a critical point just to degrade her so I mean that gotta tell you somethin’.

        Yeah the moment people see the -100% crit rate will be the day my dude , maybe people will actually realize that there’s just gonna be some 5* characters who don’t only focus on dmg and just have 1 role whether it be a god role like Zhongli or Kazuha or Qiqi tier.

        If we’re talking about meta , Koko doesn’t even qualify for sub dps , check any math ytuber doing the dmg calcs at max f2p investment she’s doing 7k -8k auto dmg on her burst and 6k-7k on her burst explosion i don’t know what you constitute as a sub-dps but my Xiao does 42k in 1 plunge , my Yoi does 50k on a vape crit auto , my Ayaka does 21k in 1 charge atk…Koko’s entire 3 string auto atk sequence during ult does around 20k-ish that’s pathetic for sub dps standards and for the amount you need to invest. She also will struggle to vape because she has a 2.5s auto while her her combo takes around 2s to do so that roughly means you’re only vaping 2 hits out of every 6 or 7 hits so that means in her entire 10s combo you will most likely vape only half or just under half your hits and to rub more salt in the wound her autos are single target but i guess people now want to ignore that.

          First of all, Kokomi does 3AAs every second, that’s about 21k/sec. C0, amber. Her dmg is consistent. That means she does 200k in a burst duration. I guess you also forgot that Hu Tao and your Yoimiya are also single target?

    She’s going to be a meta support believe it or not
    It kinda sad for me because i don’t have any primogems left after i pulled raiden shogun. Kokomi gonna be a meta support in 2.2 update. If you like her and having more primogems. She’s going to be good. She’s not gonna do big damage but she’s gonna be a great support.

    Characters like ganyu and hutao will less usable in the next update because mihoyo seems trying to change the meta

      LMAO dude, for her to be a “meta support” she would need to be Best in Slot in a meta comp, which she currently isn’t. She will be useful for people that lack hydro units but outside of that Xingqiu, Mona and Childe are better than her at their niche, she can be decent at electro charged comps and will probably be her only place in the game, but at the end of the day you’re spending a lot of resources on a unit that is not remarkable in any way, she will be a comfy pick for casual players but won’t have much of a use to a player that already has a built hydro roster.

    Whoever said she could do 20k every AA at C0, you know math right? (40k hp with 2k atk is pretty impossible) how do I know? I have my 50k zhongli and he’s nowhere near 1k atk with near perfect substat rolls.
    In theory she’ll do like 8k+ every AA with 40k HP and healing bonus passive. She doesn’t scale heavily on atk so it really doesn’t matter much.
    Oh and she actually needs MORE THAN 100K HP to get 20k every AA

    we’ll have to just see for ourselves on release. Maybe it’ll be another case of ganyu where it’s a pretty big before release and she ends up being good or maybe not.
    Other than that, in theory she could definitely reach 8k+ every AA at 40k HP with healing bonus passive but the 20k one is some wild ass math. (Btw getting her to 2k atk while having 40k health is near impossible)
    So overall Twitter is spouting BS as usual, nothing new there. If kokomi really does 20k then she would need, hear me out MORE THAN 100k health

      I dont think so. I honestly cannot see why people including content creators though Ganyu was going to be bad on release. I saw the damage multipliers on her charged attack and instantly knew she’d be insane. Her ultimate also turned out to be way more powerful than the skill description made it look. I think Kokomi’s kit is pretty well explained here and she will certainly not be a meta damage dealer or anything but will be a good healer. Whether that is needed is another question. If we can confirm Thoma as 4 star and at least 3 reruns in the near future I may pull her just to have since I have Hu tao and ganyu already. Xiao doesn’t really interest me and Im just a minnow that buys welkin moons so theres no way im getting any high constellations for anybody.

        While it may be tricky to get Burst activated when Shimenawa Set will drain 15 energy, but managing to do so will greatly increase the damage performance close to a HP% build Kokomi with Prototype Amber. Of course, that isn’t really an improvement… since this is a Skyward Atlas we’re talking about here, trying to perform barely better than a Prototype Amber in burst mode. The trade off is better on-field damage, this is assuming you are trying to Main-Field DPS with her for some reason. She is ideally better off as a swap-in-burst-drop-E-Attack for 10s then leave the field for an actual main DPS kinda character.

        If you want vap calcu, just 2x the damage. It’s not that hard. Since it is still unknown if she can trigger critical damage or not with overbuild critical rate, she isn’t going to be worth using as a vap trigger. So at best you can do is reverse vap with a main Pyro DPS for 1.5x DMG that can do crit vs her that may not be able to (and in a build that potentially can, the damage is too small compared to an actual Pyro DPS carry).

        If you want -40% Hydro Res (with VV calcu) just change the 0.45 to 0.575 and you get your VV bonus dmg.

          Yes vap is probably the worst, there is a guy on youtube i cant recall his name calc kokomi EM build and electro charge is better? Implying the one who proc it is kokomi tho she is good. I dont know why they create this char and yoimiya tho because there is always someone who better than these two but future content is always there to sell these char anyway

      To keep in mind this is solely her normal attack dmg in and out of Q, ignoring the almost perma active E that also scales with Max HP during burst and will add to a solid DPS increase during her field time in combination with AAs. Just pointing that out since people neglect it in almost all calcs but great math regardless, its about what I expected at least before her hopefully more polished test run.

      She could really use some last minute buffs, maybe its not as NECESSARY as before ICD change, but I feel like all of her numbers are very “static” and carefully picked to the last 0.01% of multiplier, I just don’t understand why they’re going so safe and careful on a character that will technically never be meta defining as is with the build they’re pushing

        I got lazy to include that calculation. It does add a decent amount of damage in combination with her AA during Burst. Also keep in mind this is her Baseline calculation with no bonus sub-stats. Meaning that you can easily see higher numbers once you factor in sub-stats. Of course, that would need her with Talents at Lv10 with proper sub-stats.

        Quick Calc for her E skill:

        Kurage’s Oath Lv10 (Using Prototype Amber setup)
        [Ripple DMG] 234+510 = 744 + 311 = 1055 x 0.45 = 474.75 x 1.965 = 932.88 x 1.904 = 1776 Hydro DMG.
        With Lv10 Burst On:
        [Ripple DMG] 13471 x 1+(1.545) = 34283 + 4780 = 39063 x 0.1652 = 6453.20 x 0.45 = 2903.94 x 1.904 = 5529 + 1776 = 7305 Hydro DMG

        The skill last 12s and ticks for 6 times total. It can trigger reaction every tick. However, it will skip a reaction trigger if you are also doing AA, causing the ICD to be active during it’s turn to do damage.

      best set for optimize burst dmg is 4 HoD, which gives 30% dmg for normal and charged attacks

        It’s not the worse, just inbetween. There are much worse set(s) than what was used if you are looking at not maximizing burst damage. 4pc HoD with HP%/Hydro%/Heal% is the ideal setup for maximizing burst damage. Heal% Headpiece with +HP% Sub-stat is the optimal stat for her.
